Community Association Water Fine Policy
Water
conversation and the prevention of water loss are critical
for the maintenance use and enjoyment of all property
owners in the Pla-Vada Woodlands community. As a homeowner,
everyone has a responsibility to take reasonable steps
to conserve water in the summer months and to prevent
water loss due to freezing weather conditions that are
preventable by the homeowner. The purpose of this water
policy is to place all Pla-Vada homeowners on notice that
failure to adhere to basic principles outlined below will
result in the homeowner being fined. Any fines imposed
under this section may be appealed to the Pla-Vada Board
of Directors by appearing in person or by sending a written
communication to the full Board stating the facts regarding
why the homeowner is appealing.
Homeowner Responsibilities
Ensure that all water pipes and stop and drain valves
are in good working condition.
Have direct knowledge regarding the location of the outside
water shut off valve in case of emergencies.
Homes must be properly maintained in periods where freezing
conditions exist to prevent water pipe breakage. This
can include but is not limited to:
- Turning off the water supply in the dwelling when
it is not being occupied for an extended period of time.
- Placing antifreeze in the toilet bowel when the dwelling
is not occupied for an extended period of time.
- Ensure that all hose bibs and faucets are properly
shut off to prevent water loss.
The Board has the discretion based on the nature and facts
surrounding the violation to impose the following fines:
Homeowner will pay Caretaker’s time to locate water
leak. Also labor and part’s to make repair’s
to stop leak. If equipment is needed it will be charged
per hour.
- Caretaker’s labor $45.00 per hour.
- Caretaker’s helper $45.00 per hour.
- Backhoe $100.00 per hour with operator
Moderate water loss due to
conditions such as a partially shut off water valve or
failure to shut off a water valve result in water loss
resulting between 0-4,999 gallons.
- First offense - $100. Fine
- Second offense (similar condition) - $250 fine
- Third offense (similar condition) - $500 fine
Water Fine Policy
*After 1-year
from the last fine, the offense schedule starts over.
Substantial water loss resulting in water loss over 5,000
gallons.
- First offense - $250-$500, depending on the nature
and circumstances of the offense
- Second and subsequent offenses for similar conditions
- $500 fine
- Third offence require the owners to install meter
Important: The purpose of this fine schedule is to ensure
that all Pla-Vada homeowners know what there obligations
are regarding water loss due to circumstances that are
preventable by the homeowner. The Board in adopting this
water fine policy will strive to apply the rules fairly
and objectively.
